I am wondering if the out of office feature is available in K2 blackpearl.

Is there exists a place where anyone can redirect his current tasks and the upcomming tasks to another person?

 

That feature is planned for the next version which is build 0807.

Can we make it so that Workflow Administrator could configure that certain processes are not eligible for out of office redirect?   (certain processes are sensitive to specific approver)

I would strongly suggest you submit that request as Product Feedback, via the K2 Customer Portal.  That is the best way to get that kind of information to the development teams responsible for components of K2.
